Cook the penne pasta according to package instructions. Drain and set aside.
In a large saucepan, heat the vodka over medium heat until it starts to simmer. Add the crushed tomatoes and stir to combine.
Reduce the heat to low and simmer the sauce for 15 minutes, stirring occasionally.
Stir in the heavy cream, Parmesan cheese, basil, red pepper flakes, salt, and pepper. Simmer for an additional 5 minutes.
Add the cooked penne pasta to the sauce and toss to coat. Cook for an additional 5 minutes, until the pasta is heated through.
Serve the Penne alla Vodka hot, garnished with additional Parmesan cheese and basil, if desired.
