Preheat the oven to 375°F (190°C).
In a large bowl, whisk together the flour, baking powder, salt, and black pepper.
Stir in the grated cheddar cheese, Parmesan cheese, and chopped fresh herbs.
In another bowl, whisk together the milk, melted butter, and egg.
Pour the wet ingredients into the dry ingredients and stir until just combined.
Spoon the batter into a greased muffin tin, filling each cup about 3/4 full.
Bake for 18-20 minutes, or until the muffins are golden brown and a toothpick inserted into the center comes out clean.
Remove the muffins from the oven and let them cool for a few minutes before serving.
